There is a competitive group that handles their pvp business through coordination but this game is largely over powered crews ambushing crews that either have little experience or little ability to defend themselves.
It's a food chain so it's just part of the design
Everyone eats and everyone gets eaten from time to time
Fighters could have always easily arranged fights
but they want the steal and the combat domination
they are pirates after all

PvP: The guys who can ACTUALLY snipe you but don't.

I want to fight against random people out on the seas with treasure on board and a need to keep it. idk what the heck a pvp alliance server even is but I'm not down with trying to cheese the game for an hour to get 5 ships on a single server in order to......fight eachother once? Then i guess we just keep fighting eachother?...
I am not interested in fighting. Not my thing. But Idk why those that do enjoy it don't create servers to meet their needs very much like the PvE Alliances that are hated so much 🤔

A lot of partners and friends of partners will offer up the creation of private servers strictly so people can do last ship standing, TDM, or whatever PvP stuff they want with no interruption.
So, this already happens quite regularly and I've enjoyed participating in it. Just gotta get involved with the community via discords...just like alliance servers.
Big difference is that there's no progression and the PvPers on these servers aren't diluting the live game's economy and rewards.
For some reason, people want this game to be a game you can't fail a mission at...like...I cannot understand for the life of my how people enjoy playing the game with a 100% success rate, but that's some people's cup of tea I guess. They should use progression-less servers just like us PvPers 😂

How would it not meet the need of PvP players?
It would basically be like an Arena server. Everyone would join up, start a server alliance together, and then purposefully go in with the plan to combat each other.
They could do it in various ways too, by coordinating a location to tdm, fight for the treasure of a particular for, just go all out to see who sinks another player most, what have you. Honestly the range of ways it could be done is endless. If anything it could be MORE conductive to PvP players then Arena was because you have more sea and events to work into the contests.
Personally, I have already had the honor and pleasure of being able to be in a server where its whole purpose was a contest game against the other ships, and it was a lot of fun! There really is a lot that players could do with it.
Really the only limit is one's imagination. Players don't have to be into PvE to take advantage of an Alliance servers, and the servers can cater to whatever a group has in mind for events.
@wyvernkraehe PvP isn't purely about the pvp to many players, there is a reason server hoppers go after grade 5 reapers and don't go after reaper mark ships. Some may say "It's not about the gold, it's about the glory" but with no gold to steal there is often times no glory to be had. Good job you sank a galleon, what did you get? Nothing? Then I don't care. PvE players create the incentive for PvP players. In arena there was commendations to be had, cosmetics to be bought, and a score above other players. Now don't get me wrong there are people who PvP just for fun and leave loot behind, but I think the majority of people want loot to be involved.

Don't you want to to fight people that want to fight? Or are you just a bully that wants easy wins and loot.
Make that queue. Once it's full, you don't have to maintain the alliance. Keep people on the server that enjoy fighting. Could even have a sloop for a referee or a PvE player that just brings loot for prizes.
I am genuinely suggesting people that want to fight do this.

It was absurdly simple to make arena work, but unfortunately neither rare nor the community helped...

well, that is why NAL is still a thing, and about the xbox thing, i have some friends that play on xbox and they are really good, that is no issue, it is just about practice
