As difficult as this commendation is to unlock, it doesn't seem to actually give you any cosmetics unlike the GH/OS/MA commendations of a similar nature. Does anyone else agree that this should offer an item? Likewise for Reaper's Bones Reaped, something cosmetic behind this commendation would be nice.

Since a while now new cosmetics were implemented into the game, some need already existing commendations to get unlocked...so be patient, and when that specific cosmetic arrives you got the commendation already finished...

And by rewards if you are refering to the costumes, Athena's Fortune already offers such.

Equally it would make sense to me to offer something for the Reaper's Bones Reaped commendation, e.g. the reaper mask or jacket as a single item

We get almost every month new cosmetics now...devs are just humans, give them time...for example there are 3 hats, we got one through an event and the other 2 need a certain commendation...also there are some season cosmetics which will come back and will need a commendation to unlock, but this takes time...
Yes, hoping season 6 includes more of this and better end game content for people. As limited as Athena is, Reapers has even less to offer for reward behind commendations in the way of titles and items - I hear there's talk of an actual reaper hideout similar to the Athena Hideout which would make far more sense as a location to obtain DA items and others. Failing that, the usual request of more uses for Gold/Doubloons stands, as someone who mostly plays Reaper for the fun of hunting emissaries you end up with a lot of both and not much else to use them on other than DA items.

it's high risk, takes way too long, and low reward
3 main groups got that done. Those that cheesed it, which is the majority. Hopper pvpers, and people like me that spent a very very long time doing it organically
To everyone else it's a ridiculous lottery when that sort of thing shouldn't be a lottery
Fof's made 5's a bit more common but event activity is so low that just keeps it in the hopping pvp category
Athena 5 flags haven't really been skill based nearly as much as it has been luck based and I don't much like luck based commendations outside of the shrouded ghost.
We will put it this way, I found 4 Box of Wondrous Secrets and a shrouded ghost before I got my last 2 athena 5 flags organically and I have zero interest in putting that sort of thing on people that play organically to chase cosmetics that are luck based to that degree.
and after fof was added it made those steals incredibly different in significance anyway. Stealing an adventure voyage 5 flag is very very different than popping a crew at an event that gives athena 5
I didn't even like the order of souls one having a cosmetic tied as those were pretty rare for a lot of people too especially players that weren't around when emissaries came out and 5's were much much more common for a while.

I haven't seen 1 Shrouded Ghost or 1 Box of Wonderous secrets but I have all 5 Athena Grade V flags, done.
The reason why that is because a while ago there was an event where you had to sink so many emissaries to get cosmetics. I can’t say for sure how many flags were required to get the cosmetics initially but since the event is long over, it only makes sense to tie the cosmetics in the grade 5 flag commendations
I agree that we should have gotten an pirate legend themed hat as well. Personally, I feel that pirate legends don’t get many advancements is because not everyone makes it to pirate legend. Many people quit the game before they make it to PL. Either they quit because of the PvP issue or because there is no storyline or end game content. Other than a few voyages, what does Pirate Legend give you?
