As the title says, how about being able to refill the water barrel with the water in your bucket? "F" would still be to take water, but now you could perhaps use "R" while you have a full bucket in hand to pour out the water from the bucket into the water barrel.

@burnbacon The purpose of the handle would be exactly the same as it is now- getting water into your ship if the barrel and deck are both empty, such as in a fire.
Anyways, @hotklou9848, I think this is more of a "it makes sense" suggestion than a "It'll add to the game" suggestion. Honestly, it wouldn't be helpful for bailing. You can only fill the barrel up with a few buckets before it's full, and it is a small area to hit.
What is a good idea is filling up that barrel with vomit...

Good points, guys. It just kept sticking in my head for some reason, so I thought I might as well post it here.
I guess the reason it kept sticking in my head is because I keep taking extra buckets when there's a fire and then I have to throw the extra bucket overboard, or I would mistakenly (especially on the sloop) take water from the water barrel instead of bucketing up the water that's busy filling up the ship. So I kept thinking how it would be useful to put the water I took out of the barrel back into it.
@hotklou9848 This is just a design flaw on the sloop that they really should address. They really need to move the water barrel over slightly into that vacant spot next to it so it's just that little bit further from the stairs. I know there's several SOT Partners that have expressed that same concern to Rare.

That would be great if they fixed it by moving the barrel just a bit farther away.
