Portal hopping is being abused by too many people. Players have gotten to the point where if they are in a fight, they just hop through the portal knowing they keep their supplies and emissary flag. This exploit just wastes PvPers time, and gives a unfair start to a ship when they enter a new server. Rare should just implement where when you go through the portal, you lose EVERYTHING.

Having paid attention to in game effects for a while now without having a strong view on it I think it's had minimal negative impact compared to traditional server hopping and it brings at least something of value more often to fights than traditional server hopping
Essentially it's a less bad version of server hopping when specifically addressing the negatives of server hopping to the environment
Is it great? not yet. Lots can be improved but portal hoppers are investing more than traditional server hopping more often.It's also healthier for the server than a red sea dump and long chases that go nowhere productive

As far as your specific case you catch them sometimes and sometimes they get away. They aren't required to fight and since a flag and loot is left behind and they lose all quests it's an appropriate sacrifice for their decision. Keeping the flag and supplies incentivizes investment which the game is lacking too often.
I think it's an overall negative for the server ecosystem, but that's just my opinion. Rare said they are monitoring it, so we have to wait and see if they decide to do anything.
It probably wouldn't be an issue if it didn't disproportionately benefit some trading companies over others, but they aren't really addressing the problems with the emissary system either and that has largely remained untouched since they came out.

At least it has recently when people have attacked me and then portal hopped.
I wanted to know for myself which is the reason I pursued
and I portal hopped after sinking a hostile streamer the other night and after I checked recents and their stream later on one of the survivors in the water claimed there was a flag there.

You get all their loot + flag.
Plus they've worked for their emissary grade so idk how it's unfair, especially since anyone can do it.
And PvPers are the ones to do this so hell if they want to stick to those rules then just let 'em be.

A copy of the flag does get left behind for you to collect. The crew using the portal will take their emissary, but you’ll get all their loot and the exact same flag that would be dropped if you had sunk them.
You haven’t lost anything. When you normal sink a ship, you only get their flag and loot. When a ship goes through a portal, all their loot is dropped and copy flag left behind.

Its as much of a waste of times then it isnt. Yes its a advantage but the person chasing still gets the only thing they had. The flag.
The supplies.
Tbh I'm sunk ships with 1000 cannonballs 500 planks 300 chainshots and we had stock supplies with a few barrel jumps on the way.Yeh they got supplies I'd say less then 5% of the people hopping are any good . and again if they had loot it drops in the water.... And if they didn't you still get the flag.
Idk how I feel still about portal hopping generally its a waste of time imo. Ill fight with less supplies to go into more servers

They said something about it after the live release (a few days IIRC, maybe a week).
I still think it's unfair and primarily benefits PvP-only crews that don't bring treasure (perhaps a Reaper flag) to a fight, but have a boatload of supplies.
@lem0n-curry It primarly benefits PvPers because primarly PvPers use it, but there can be many advantages and opportunities especially in PvE that are simply ignored.
And I mean... No one ever told me I'd win loot if I sank them, and if they did, would I care? I'm just fighting, having fun and it's a part of my adventure.
