I do think the system needs some work though. Others have suggested a "grade" system of sorts for maps, which I have to agree is the way forward long term. Then you can still bury kegs for a laugh/trap but if the rest of the loot is good enough, players still have faith in the feature because they know the value of the actual loot is good.
Isn't there already a system? I've seen maps with terms like stash, hoard, trove, etc., and I was fairly certain the term used was some sort of indicator for the wealth that was buried.

Bury a powder keg on or close to your other buried loot item. They'll either walk over it or see the disturbed ground, plant their shovel (potentially) in the wrong buried loot, and boom!

Since there is an audio queue it's easy to put a few in a high-traffic area and have someone think they've stepped on some loot, plant their shovel, and boom!
There's high-traffic corridors on Snake Island, Thieves Haven, Plunder Valley, Crooks Hollow, and most islands if you're crafty enough. It's a fun mechanic. You might be able to use it for some strategy, but that's probably less likely. It's mostly for funsies.
To add to this: bury several high-value items on a small island to entice players to select your map, but also bury a bunch of bombs all around and amongst your loot. They're bound to find something out there!
