I'm not seeing very many (or any at all, actually) player-made maps on the quest board, at least they all seem to have randomly selected names like the skelly captains. There is only occasionally my own name there after I've posted a map myself. Are player maps just rare at the moment, or am I getting unlucky?

The ones being made seem to be people trying to get Commendations. They're probably snapping up maps as quickly as possible too. Plus the new season, plus new emissary cosmetics...
I don't think there will ever be too many players maps, but they'll get better because it will be players who enjoy making them instead of Comm Hunters.
Just don't dig that obvious spot that isn't on your map💥☠
