Sounds to me like your crew needs a kick in the pants, the lazy bunch of land-lubbers! With a more active crew, the Gally can be a ton of fun to sail.
4 man sloop/brig

Firepower doesn't really matter. The boarding for close combat and maneuverability for the helmsman is where the balance gets destroyed.
a 4 man sloop is 2-3 boarders and easy maneuverability

The answer is: “what even is balance?”
On a serious note, the reason the sloop is more manoeuvrable is because it has less crew members, and less cannons.
If i had 4 people on a sloop it would mean i could send over 3 boarders in every fight instantly, because the ship doesn’t need more then one person to manage effectively.
Also a 4 person sloop would literally be unsinkable, a 2 person sloop is already extremely tanky when both people are bucketing.
You state that your crewmembers don’t do any ship upkeep (managing sail length/angle f.i.) this is an issue with your crewmembers not the game

Your crew need a good talking to if they're not pulling their weight. It really sounds like they are using you and not putting any effort into helping you out.
They're too unwieldy, raising sails takes forever, turning takes forever, and just feel frustrating to sail.
Well, yeah, that would be the case if you are effectively soloing them!
The ship crew sizes are balanced so that you can run them efficiently with -1 crewmate... so you can solo a sloop, duo a brig, and trio a galleon and get by for a time. This facilitates a player dying or going AFK for a little bit. However, adding any additional players to the max crew of any ship type would make them incredibly hard to sink.
I'm all for this tbh, yes the sloop is a bit tanky with more than one player but you can get this same effect by having an alliance and have them join you on one ship.
I once jumpped on a gally with nine players and it was a blast, most I've had on a sloop was three and was still fun.
Will it get exploited so hunters all start sailing sloops, almost definitely, but people are people and many can do this already with a bit of set-up and cooperation

big difference between the rare occasion of people coordinating to mess around on a sloop where the non-crew doesn't respawn on the ship and having everyone spawn together every time
servers need consistent loot production and when the combat isn't balanced they produce less because nobody wants to put in the effort to produce when the odds are stacked against them and the other side is doing less and less work to steal it
These servers are already less intense than before and people are spread out all over the place and events often go undone. It doesn't help the servers to stack it more towards hoppers that aren't producing.

I'm not denying it.The idea is an interesting one, it could be great fun having my friends on a sloop for more shenanigans but it would definitely be used for advantage steeling no doubt.

I don't really know a thing about custom servers other than that they are in the works and I think this is something that would fit in well there.
Then people can pile people on ships and do whatever they please and set up all sorts of scenarios that they want to without it interfering in the risk/reward environment that the game is founded on.
It would easily be unbalanced, your not wrong.
I can see it would be good for some fun but is easily outweighed by the potential harm it could cause.
If they do decide to run some private servers then fair enough but I doubt that's something that will be coming anytime soon if at all.Returning to my initial post, I like the idea but can easily see potential risks with it.
