My suggestion and feedback is that this shouldn't be the case.
As someone that solo'd legendary hunter I think people's biggest mistake with hunter's call is implementing self imposed urgency into a faction that works better as a back burner goal
Hunter's call is really easy when it's passively worked on.
Some gems here, some fish in barrels or a ship wreck there and leave it as something getting done in the background
Leaving it this way helps with longevity because even if the session isn't very productive or even if it goes south there is always handing in a few gems or some fish to work on Hunter's
Once these types of things are done a person often looks back on them and misses them because they are great motivators to keep sailing

I came back to the seas in June - my Hunter's Call was 0 - it is now 31.
I do not actively do anything other than cook monster meat when I find it, search for cooked meat in shipwrecks and hand in gems - only when the session takes me to those things!
I also try and request that any Breath of the Sea go to the trading posts as well for the same reason.

Yes, I used to play with friends but now that all I do is fish no one wants to play with me anymore.
However using the official SoT discord I am always able to find a fishing crew.

If you're not worried about commendations or achievements gems are the way to get to 50. But you'd be doing better Island hopping, shrines and wrecks.
Finding a small island with crawlers and just farming them is a pretty relaxing way to go about it.
Sometimes if a friend wants to chill on the game I'll just do that while we have random convo and with some rng luck people can bring in a pretty efficient haul and it's easy going
Not a bad way for people to pop an ancient skelly from time to time as well
