When a ship is approaching , the player about to be attacked would have the option to request parlay , when terms to cancel the attack would be settled by offering a certain value of loot ; the attacking ship would accept it or not and the payment would be automatic. The attacking ship , in the case the crew voted and accepted the fee , wouldn't be able to attack and if tried to , a couple skelly galleons would appear to keep the attacker "a little busy". Solo sloop players would keep some gems onboard...maybe. Piracy is not just about killing , burning and terrorizing , is it?
What about Parlay ?
@calico-jack3172 Fantasy piracy can be whatever it wants. A parlay would work in proper life or death situations, but our punishments for death here are a trip to and from the Ferry of the Damned.
Your form of parlay with the enemy ship is making them go away either by sinking their boat, or damaging their boat really badly to force them to run away to recover, while you make way to escape. Otherwise, you're sleeping with the fishes on their terms. In-game morality is not something one should consider on the seas, as most people have a reason to attack another ship, no matter how insignificant it all really is.

I feel like this would have the opposite effect that you're hoping for.
The players that are planning to sink you are not going to accept your "parlay" and are still going to dunk on you. There's no getting around that.
But now, even players that would otherwise just pass by are going to be positioning to get a parlay presented to them to get some free loot.
Parlay is a negotiation. Nothing is stopping you from attempting to negotiate with other crews in the game, no further systems needed. It means you need to communicate with them.
As others have noted, the scales in the game are going to tip towards your request being rejected as we don't have to worry about mortality like one would in the real world. In reality, parlay is often taken because any engagement could result in death on both sides, and deaths are an issue. In game it will often be ignored because death is not a true issue (you don't lose your current pirate and all progress when you die), and by you even asking for Parlay you are showing a sign of weakness to the other crew who will now be more confident that they can likely take you out and claim everything you have as their own rather than just what you are offering.
Still, some out there will accept the offer to negotiate, so attempting could still net you the results you're hoping for. Just don't be surprised if things don't go your way either.
Adding mechanics to something like this would likely just be convoluted and potentially even a source for even more frustration than how things are presently.

It would be nice to have something realistic to how real pirates went about business but this is a fictional game and not at all accurate.
I've been doing merchant before and had very little loot and offered some of my loot in return to let them finish my voyage, doesn't work and they take my stuff and attack me anyway.
