Currently their position is that you can do that you will just have to put the effort in to organize it between you and your friends. They don't have any public plans in the near future to offer features to assist you in building an alliance server
Private servers may eventually become a thing but they will not include progress for the game.

I understand that you're trying to enjoy a peaceful way of playing but ultimately it is a shared pve/pvp experience so there will be some risk there.
They intend to keep the game pve/pvp and because of that it will be unlikely that you'll get features that will assist you in controlling a server completely while also still being able to achieve progress
Hopefully you are able to find a way to enjoy the experience you want but you will have to handle that situation between you and your friends
