Broken Oar Handle

Does anyone else, while doing A Pirate's Life, get to the cavern where there's supposed to be a wrecked rowboat with a skeleton holding the handle you need to get through the next door...but the boat, skeleton and handle aren't there? Sometimes I play and it's there, sometimes it's not. Is it a bug? Thanks.
