I need help and it is a bug

I need help I am doing the pirates life quest and I am at the part where you need to light the lantern to lower the drawbridge but when I light it the goats rowboat doesn’t appear and I am stuck I have tried everything and done them 5 times each I have tried looking up a gameplay video but they do the same thing and the coast rowboat comes can someone please help me thank you
