Are you referring to the bone crusher ship set? After Cursed Sails ended the ship set became unavailable and the outfit was circulated for only a little while after.
They left in the commendations they were locked behind but those are for completion sake now.

Well that's a downer and kind of a waste of time lol. It was so hard getting random crews to alliance with me.

In general if an item isnt displayed in a shop with a lock over it or on the actual commendations page its not available.
