Shows up when im on solo sloop, when i leave and swtich to team Galloen he vanishes.

When you leave a game you switch servers.
You keep all your gold, commendations, and cosmetics you bought, but all the loot you didn’t turn in and any resources you collected disappears.
Flameheart is part of a world rotation. He pops up at different servers at different times.
If you keep joining and leaving servers you’ll find him again. You could also wait on the current server you’re in and he’ll respawn eventually.
