Where can I buy my emisary license?

    Today I received a note telling me I can buy my gold hoarders emisary license (not the flag). I talked to various representatives in various outpost but they don't say anithing out of the normal. Where can I buy it? Thanks!

    Calling it the flag made some players think that they had to spend 15K each time they wanted to be an emissary, so they didn't buy the flag. They renamed it to be a little less confusing, I guess.
