There's no way to deliberately join a server with high (or for that matter, low) populations.

However, you can get a sense for how many ships are present by checking the emissary tables- each will have a little wooden ship present for each ship in the server that's currently flying that company's emissary flag. Additionally, check your map for ship shadows (occur when a ship is flying a reaper's flag) and moving chest markers (those are the reaper's chest/bounties that are aboard a moving ship).

This method isn't full-proof (it won't detect ships that aren't flying an emissary flag or engaging in reaper-related activities), but it can tell you that a server is inhabited.
