Other players can hear me but I can't hear them. I play with my brother whom I can hear and who has a bubble over his character. He can hear the other players but I cannot. There are no bubbles over the other characters. I have done all that was suggested in the forums, checked the files on steam, updated items, changed settings both in game, on xbox and in windows and nothing helped. I am a PC user. Any suggestions?

Pc players can't hear xbox players who are on a different crew and vice versa. I assume that your brother is on xbox, so he can hear the other crew since they are also on xbox. However since you're on PC, you can't hear them.
I'm pretty sure that xbox players and PC players can communicate if they are on the same crew, I might be wrong though.

This is partially true. The issue is that most (though, not all) Xbox players use Xbox party chat to talk to their friends, rather than in-game chat. If you're using party chat, you can't hear game chat and vice-versa. It's possible to swap from party chat to game chat, but it's a crude system (you have to go into a menu first, which takes 5-10 seconds) so we usually don't bother.
@vinderman9419 Try changing whether you hear through speakers or headset for game noise and voice chat noise in the settings within the game.

Hit the xbox button to bring up the xbox menu, go to your party, then change the "party chat" to "game chat" (alternatively press the "toggle view" button when in the party menu). I'm going off of memory here, so the details might be a bit different.
