In order to progress the reapers bones commendation for turning reaper emissary flags, do I need to be a reapers emissary first or can I be any emissary? And if I need to be a reaper emissary then why would a gold hoarder emissary want to go after a reaper if I know that it will be a hassle to change my emissary and sail all the way to the hideout and turn it in? Would it not be more profitable if I could turn in reapers flags (and only reapers flags) to the trade company for a commendation and extra reward?
