If pirates could make grog then who’s to say they weren’t smart enough to make backpacks? Backpacks would help significantly with carrying items because it is annoying to run back and forth when starting to stock up. They could make it so they don’t hold too much and the more you carry the slower you go as a way to nerf backpacks so they aren’t OP. Maybe they could make it so they could carry 3 small loot items and some food and some throwables. No cannon balls though because they’re too heavy. No wood planks because they’d be too big.

So...I don't see the point because the game works like this mostly already.
Your inventory is essentially your "backpack" in that you can cram a set amount of Supplies in there. Storage Crates, Wood Crates, Cannonball Crates, and Fruit Crates all serve the idea of having something that can expand this capacity at the expense of having to carry it. Collector Chests serve this purpose in letting you carry up to 3 small items in them at a time.
So everything you want out of this based on how you posed it is already there. It sounds like, in reality, you want an inventory expansion but didn't want to call it that specifically. Otherwise I fail to see what you want here.

Not for anything related to carrying loot or anything that affects that aspect of the balance
Something I'd support backpacks for at some point is carrying mementos that could be brought into the game. Rock collecting, photography (screen shots in the form of old photos or sketches). Journals where people could have accomplishments added to pages in something like a tall tale book style.
What would really add to immersion is implementing a way to be sentimental without it affecting gameplay. A backpack would be a great way to carry those memories in some sort of physical form.
