So, since the sea is not nearly scary enough - and since we're apparently constantly stalked by mermaids eager to offer a 'helping' hand, I can't help but wonder where all the merfolk are hiding.
Thus, when you look down, deep under water, you should see nothing but darkness and blinking eyes... All just staring at you. Watching. Waiting. Plotting.
When you stare into the abyss, the abyss should stare back.

Perhaps an island with dense sea weed around it. Eyes flashing, and mermaids tails whipping away as you pass.
Personally, I also want to see wrecker fish and their glowing lights in ship wrecks. Especially if they could attack. Just seeing glowing lights and teeth chasing you in the dark.

Like all the terrible creature features that I love
an hour and a half of fighting the monster only to have the last scene become nothing but darkness and menacing eyes to show the audience that no matter how determined you are to survive when darkness falls upon your small town the bumps in the night always replicate faster than you can destroy them
This is definitely something that we need and that i discuss with friends many times.
We need that, not scary but uneasy feeling while you are in the water also. That feeling that you are not safe (i dont count sharks).
Glowing eyes, sometimes you hear some strange sound, sometimes you see something but you dont know what it is, in milliseconds, for example, you see mermaid tail or humanoid figure or something strange just enough to make you uneasy and remind that you are not alone there and that you are not welcome.
Not on all parts of the sea but on some regions, where is right now strange, because we also need places to chill and relax xDDD

The entire gameworld is a cartoon.
Honestly to say, the first times I encountered Kaken and Megalodon I was shaking.
I remember times where the meg would be charging at our ship and I'd just literally place my hands in a guard position infront of my face, to embrace the hit.
I also rememember going up from below deck and seeing that gigantic mouth with hundreds of teeth right next to our ship, miliseconds before it colides with us.
I remember the panic when Kraken would suck me up in its tentacle, or when the ink sprinkled on my face and I couldn't see what's happening.
Yeah, those were some scary (AND FREAKING EPIC!!!) stuff.
