I think it would be great to have a ship counter on the map. That way players would know at all times how many ships are in the game. Those that wanted more PvE could look for games that had fewer ships. And vice versa.

For me and my crews we always check the ship map for Reapers Bones ships and then the emissary tables to see if there are other ships out there doing emissary quests.
The rest is just an epic voyage into the unknown... I would hate to go into a server where there was no one.
