Why are these items even visible to opposing crews? They can't sell them. The only reason to steal things like (to use The Cursed rogue as an example) The locked skeleton chest, the skeleton key, the Broken Spyglass and the sky map is to deliberately grief someone trying to do the tall tale. I just spent an hour trying to recover the skeleton chest on Plunder outpost, because someone shot me just as I opened it with the key and by the time I came back they'd taken the chest away so they could repeatedly kill me as I tried to get it back.
Why is it even possible to steal tall tale quest items?
Cause all loot in this game is stealable. And you can sell the chest. I do wonder why you can't sell certain quest item thou? I thought this to be an oversight. As certain quest items go into your inventory. Only quest items you need to hand in to an npc can be stolen yet there not accepted by that Npc unless the quest is active on your crew.

And not even then. I once had a crewmate steal the crown from the Storyteller quest, and we tried starting the quest to turn it in, but it doesn't work. You have to do the entire tale before you can turn in the item. So someone else's Spyglass and Star map are useless to you, but you can steal them anyway. And those were the items I was trying to get back, not the chest itself. And you can't sell the chest until it's empty, so if they wanted to sell the chest, they would have to take out the spyglass and map first. so why weren't the spyglass and map just lying there? Because they wanted to grief me and kill me when I came back to try to advance my quest.

Your right.
When my crew and I come across a ship during our Reaper runs, if, during the attack, we glance at their quest table and figure out they are doing a Tall Tale, we’ll stop, help them repair, and leave them alone. If we don’t figure that out before sinking them, we’ll put their quest items in a convenient location on a nearby island, message them a GG and let them know where to grab their quest items. We do this, because we all know many Tall Tales are long and can be repetitive when having to complete them five times over. Any attempt to steal quest items is purely a griefing activity. Sorry you had to deal with griefers. That’s frustrating.
