Confirmed that the checkpoint worked for me.

I had previously completed all the Seabound Soul Commendations so I was apprehensive about breaking all of them but I tried the strat that dracomatt532 suggested.

(1). Started the Tall Tale and got to the Martha Jane's skull checkpoint.
(2). Left the game and started a new session and then completed the Tall Tale from the checkpoint.

I did get rewarded the sword (again), but after checking the website it gave me credit for the Retold Tall Tale as well as the cosmetics. The Seabound Soul commendations in-game are all the same (unlocked) except for the Ashen Artefacts commendation. It shows unlocked but the text is 0/3. My suggestion, and your mileage may vary but try the checkpoint strat detailed above.

Awesome. Thank you for the information!
I received a reply to my support ticket, but it just "sometime commendations can take up to 72 hours to register....". Seems like a stock answer and I honestly do not believe that's what it is. All other event hub items have unlocked immediately. There is something bugged with the Tall Tale.

I am going to try the checkpoint method and see if it works today or tomorrow.

This is still an issue, and no answer was given after 3 days I sent my ticket...
