Has there at all been talk of a new character creation system? I would love to create my own character rather than spending an hour or more in the pirate wheel just to find a guy that looks decent enough to choose. And most of the characters in the wheel look so hideous I question why they are even an option at all. It wouldn’t be that hard to implement I imagine. Almost every online multiplayer game allows the player to make their own character. Why not this one? It would probably work great for this game.

The reason it is the way that it is, is because Rare wants us to choose characters that we wouldn't normally play, and so that every character is unique. Those games with character creators tend to have everyone looking exactly the same.
I have suggested previously to add some filters.
Male or Female
Slim or Fat
Young or OldThat way it maintains its randomness but allows you to choose from a slightly narrower pool. If I want a female character then an average of 4 slots every wheel reset is potentially useless to what im aiming for.
I think it needs a balance between completely random and filtered.

That's partially true and contains a bit of PR talk.
I assume it boils down to the fact that there were limited resources available and my guess that once they have managed to get something that works they simply didn't expand on it.

This was a necessity for the tiny size of the Character Team (no more than 4 on SoT at a time, and sometimes down to 1) and the release route the game has taken.I would support adding some filters like gender, body shape, age, and ethnicity to cut down some time required to find a pirate you would like to play.
Spending hours just to generate one pirate after another isn't really great game design.
