Arena and hunters call Costume.

I know Arena and the Hunters Call don't have emissary. But that doesn't mean they can't have a costume. I personally really like all of the costumes so far but I want to have the ability have clothing like Merrick. And bet someone wants to look somewhat like De Marco. In order to make them actually worth grinding out these companies add costumes but lock them behind reputation requirements and commendations. Maybe even make it so that you get the most basic costume ever at level 10. And then make your way to 50 and level it up to make it look good.
