I am a PL who strongly encourages PvP and really enjoys it. I am sick and sinking someone and all they have is a silvered cup and an empty treasure chest. I want to face up against people who are more my league so I actually get more of a challenge and better rewards.

It sounds like a good idea but it will make the world less immersive.
The devs designed Sea of Thieves so people will see a ship and wonder what loot they have and its meant to be a surprise when you sink them. It also annoys me when i sink a ship and they only have a seafarers chest. It will also make it easy for new players to level up as they wont need to worry about good players sinking them which would be a bad idea.I can see your point however isnt part of the fun though not knowing what you will get?Kind of like a box of chocolates.
Im a PL too and me and my friend sunk two ships last night. One we just got a grade two emissary flag and the other well we dont know exactly, a couple pieces of treasure dropped but as soon we sailed up to it it all de-spawned (thanks Rare!). Anyways I see your point because I said to my friend this kinda is dumb, we do better going after ship wrecks (we rarely sink ships but we were in the mood) but then I thought well it is fun not knowing what we will get. Anyways our ship sinking spree was short lived because we were all lined up to sink our third ship but I totally blew it because I felt bad, I am so not good at being an evil pirate.
@jctc758 Problem is that even if you are pirate legend or a person with higher rank this does not necessarily mean you are any good at pvp or even the game in general. The ranking system in this game (if you can even call it that) is not a skill based system. Is there a higher chance a person is good at PL rank? Possibly. However I suspect at higher levels you would notice little to no difference in the skill level you would encounter. What I'm sure would happen would be high pvp skill people creating new accounts just so they could be put in newbie servers and crush everyone. This would have a detering effect on the injection of new players. This happens all the time with matchmaking games along those lines. Ranked overwatch comes to mind among others. Anyway, i dont think it would work in the way you want without an entirely new skill based ranking system implemented and even then it would be ripe for abuse as I explained earlier.
Also as @COMBATxKITTY mentioned part of the fun and excitement is not knowing who you are going to encounter. A blood thirsty terror of the sea, or just a pirate in worn out sandals trying to make ends meet.
If you want to guarantee about 75% of the time that the other ship has loot, hunt down higher grade emissaries. Reaper ship just changed levels? They either just finished a PvE event or stole some loot from another ship, they probably have stuff. Level 1 emissary who is 1 square away from the outpost? Let them marinate, go do some other stuff and then seek them out later to see if they've picked up anything for you.
Getting the most bang for your buck with stolen loot takes some patience and observing most of the time.

There is also a fun little metagame of players who don't put up emissary flags to camouflage themselves as a noob ship, sometimes you can get big hauls from them too.@jctc758
You miss the point of the adventure mode.
It's meant to have a "social experience" with all players.
If you meet people who arent challenging you, why dont help them or at least leave them alone searching for another ship?!Everybody who is out to have serious competition need to ask himself what he's doing then in SoT? Especially Adventure mode!
This mode is not about PvP only and this is a shared world for everybody.
Be a little more empathic with your fellow players.Maybe Arena is more what you like?
@jctc758 The game isn't like FPS shooters such as Ranked Halo 5 Arena, Fortnite, or other games, as the servers are random. You could have a new player, an experienced player, and casual players in a server all at the same time. The risk of wasting cannonballs on a ship with just a castaways chest is very real. That what makes the game enjoyable. Forrest Gump's phrase "Life is like a box of chocolates. Ya never know whatcha gonna get." very aptly describes every play session in Sea of Thieves for me and other players.(Thanks to @COMBATxKITTY for jogging my memory.)
@pomplo bruh I hate those players in always trying to grind emmisary level and it makes me feel like I'm just surrounded by cowards that dont want to be a target lol
