Cutlass is a melee weapon so we need time to reach the enemies, the block would be a good feature to do so. Instead of negating the damage entirely, I suggest reduction as follows:
EoR = 20 damage (It's range weapon so more time to block better)
Flintlock = 30 damage (Medium range so less time)
Blunderbuss = 5 damage per pellet and for each bullet hit it reflects 5 damage back to the shooter. (Close range and pellets can bounce off metal)
This would make the Cutlass much better option than it is now, and the gun-play would require certain level of strategy and timing for the best result.
