It is very hard to find players in the game. 6 ships per server makes encounters with others a rare occasion and you will often find yourself leaving games just to join a new server in order to find other players. I feel that the game would be a lot better if the server size was increased to a reasonable number,such as 10 ships per server. 6 ships is good for arena, but in adventure mode the map is much bigger, so you and 5 or less ships are spread out across this huge map, you will end up finding more ghost ships then player ships. Maybe im the only one, but i have played this game since release and i have always found it to be void of other players.

Serverhopping is one of the main reasons servers are so empty, the matchmaking takes a bit to catch up to it, and when it does, another serverhopper might just join and leave again. Additionally, not everyone wants to find other ships, and Rare measured out the amount of encounters you should have based on every type of playstyle, and without people constantly joining and leaving, it's right. Then there's the matters of the servers being at their limit with how taxing ships are, and the game not having enough outposts for more ships to spawn.
It's not that more play (since millions do play, but the server capacity is 6-24 players), it's just that this update has led ships to seek each other out more, and since the voyages are always the same, you see them more often.

While I can see how this could be a contributing factor, I wonder how much server hopping is done these days. It’s not like the old times, when forts appeared hours apart.
That being said, if server hopping is a problem, perhaps hoppers could be penalized: if you have loaded into three separate servers in under 24 minutes (1 game day), disallow loading into a new game until that 24 minutes have expired.
