    So I never get crates for the 3 seaports above. By any chance does anyone have any direction for me?

    I have mostly run legendary quests due to the amount of boxes or awards.

    You only get those by doing seapost to seapost voyages

    Try buying Stevens Spoils and North Star voyages (buy and cancel voyage until you get one of those two)... those two should (mostly) give you boxes to Brians and Roaring outposts.
