@dasb00t82 Hey, what fixed it for me, was starting the download, then while its downloading restart your computer. When you are booted back up you should get a notice that the download completed. I was dealing with this issue for better part of a day.

You can also run the Microsoft app troubleshooter.

If there is anything corrupted, it will be fixed, it will ask for a restart when it's complete. Then try the download.

Thanks for the advice guys! I tried both steps and still had no luck :/ I did open up a ticket with them hopefully I can get this resolved sometime soon

I had the SAME problem a few days ago. Do what @OHeck said, but do NOT launch the Xbox App or the Microsoft Store once you are booted back up.
So, stop whatever process of Download/Install you have started in the Store...then as it starts downloading, immediately restart your PC.
Log back in, and let your PC sit for a few minutes and don't open any apps. You should actually see Sea of Thieves at the top left of the Start Menu and a Progress bar underneath it showing it's Download/Install status.

At first, I did those steps and installed it to the C: drive just to get the game playing. Then, I uninstalled it from my PC, and installed it to my normal Games Hard Drive separate from the OS or C: drive location. It worked fine both times as long as I didn't open the Xbox app or Microsoft Store once I was logged back in after restart.

Same problem here. I tried to reboot. It doesn't work. I used the Microsoft repair tool. I will try to download for the fourth time another day because i have enough of this. I will post if it works.

mein Kumpel hat das gleiche Problem,hat alles versucht und nichts hat geholfen.
er bekommt während des downloads immer den code "Code: 0x80073CF9" und der download geht dann wieder weiter und läd halt auch über diese 19.6gb weiter hinaus.
