Simply put allowing crossplay/multiplayer function on Safer Seas on consoles for people who don't have the respective subscription service.
Even if High Seas is still locked for people without it they could atleast enjoy the game with their friends.

Yes basically offline mode in a way. If you have a console but don't have xbox gamepass or a PS5 without PS online you can only play the game alone on ss.Nothing wrong with that it makes sence that high seas would be locked if u don't have a online subscription, but the fact that you can't play with friends on ss without it just because you're vividly refusing to buy said subscription services wich for example on PS ain't cheap is quite sad.

Shouldn't you ask Xbox or PS instead; don't think Rare can change the multi-player policies connected to the consoles, making solo safer seas available without needing the subscription is I think all they could do.
