With those voyages you could complete the 100 kegs within a few hours.
How do i know that?
Every player i know that completed that commendation told me they did it that way.
Starting up a new session or going through a few hundred voyages just to get a keg delivery doesn't sound fun gameplay to me (maybe that's why "everyone" thinks Merchant Alliance is boring ?), but to each their own; I primarily got them from shipwrecks and beachcombing - I know that's not everyone's cup of tea either 😃.
I just did them more organically - got the commendation around the same time I got the filling of 250 animal crates, so I got a couple of those combined quests, I'm sure.
Fruitcrate really never had a quest, but they are still much rarer than prior S11, for an unknown reason.
No more random quests in barrels at outposts, that would get you an average of about 1 fruit/wood/ball per outpost in the old days. Pick up crate, fill it on the outpost, sail to next outpost, deliver it and a large chance of finding another one to deliver at the starting outpost.
Same goes for cannonball- and woodcrates.
Rare should increase the spawnrate of the crate deliverys in messages in a bottle and mysterious journals.

And they should make it so every animal voyage has 1 keg, that would still make it way harder than it used to be, but thats at least reasonable as you have to do at least 150 animal quests anyway for merchant completion.
A keg with each animal voyage ? That would make it not harder at all than previously (you would net get one with a multiple keg delivery in more than 1 in 10 AFAIK - it was pretty rare but you could have multiple kegs), just more annoying as it would be making a detour to a Fort for just one keg. It would be a tad more dangerous if you stock up on them and sell one per each delivery.
It's more akin to having a separate quest for kegs - as people who already did their number of voyages would just do the keg part.
As said before, the chance for getting one of these is way too low nowadays and could easily be handled by using the multiple quests in a bottle more for these.
