There needs be new bait that are rare which would increase the likelihood of catching rare fish. Bait which can only be dug up with a similar chance of semi-low chance of appearing, but cannot be bought in crates at all. And using this bait would increase your chances of finding rare fish.

people hunting down their special bait for the good fish is cool.
I don't know the stats but it feels to me like fishing has become more popular over time. Captaincy works well with it.
I see fishing boat names pretty regular, I dunno if they are actual fishers but they have the boat names.
