Allow Text-To-Speech audio for messages sent by the sender and while in a Party Chat/Discord Channel

I find it very funny to hear the wacky things said in Text-To-Speech, however, I can't hear it from my side if I send it! I am on Xbox (Series S) and when I send a message, I am unable to hear it for myself. I can hear other messages sent from other people while in Game Chat, but I think if I am connected to an Xbox Party/Discord Channel (through Xbox) I can't hear TTS AT ALL!

Here's it simplified:

1. Allow us to hear TTS from our own message.
2. Fix it so that we hear TTS while connected to a Discord Channel/Xbox Party.
