Do you mean to ask if these players are playing on the same servers - then yes (as are Xbox players who do not choose to opt out of cross-play).
Do you mean to ask if you play it on Game Pass and want to buy it on Steam and do you get to keep the same Pirate ? Then yes if and only if you use the same account to link your steam account with MS/Xbox.

If you are using the same Microsoft XBox account on any version, you are using the same pirate.
