Tall tales should take place in their own one player ship server, it's so annoying when people camp checkpoints in recently released tall tales just to kill people trying to complete them... I believe the new tall tales that (mostly) take place in their own server in the "underworld" are a step in the right direction but i believe that should be expanded to all tall tales, as soon as you set sail with a tall tale active the little cutscene that shows your ship in 3rd person would play and you would be transfered to a one player ship only server... There are a few ways this could be balanced for example all loot that your ship had when you left for the tall tale should be left behind and you should be unable to access the voyages table unless it is to cancel the tall tale and then that cutscene should play again putting you back in a regular server. Also random loot on islands that is not essential for the tall tale itself should not spawn. That way players can enjoy a sort of single player campaign without having to worry about griefers blocking their progress. Also to prevent players from farming gold safely by replaying the tall tales all the time gold rewards should be reduced or down right eliminated after the first time the tall tale is completed. [I am expecting people here to mention that PvP is part of the game and I 100% agree with that but sometimes you just want to enjoy a good story without some other person interfering.]

Long Answer: No, they really shouldn't. Running into other crews is part of your adventure just as much as investigating the legends of the sea of thieves in the tall tales. If you arent interested in fighting, great! Use your speaking trumpet and start up a conversation to see what the intent of the approaching ship is and let them know you are doing a tall tale.
Now, just to be clear, that doesnt mean you should speak in a rude way to people, talk to them like you would in real life. Social skills are a skill in this game. Too many times, my crew have been attempting to talk things out with an obviously less experienced crew with loot we aren't even interested in, and then they ignore explicit instructions to not board our ship or they shoot at us and we are forced to sink them. A lot of the time we dont even get to the talking because they ignore our hailing over the speaking trumpet / text chat and just start shooting while trying to run away (usually straight into an island).
If you act in a hostile or sketchy manner people will react by being sketched out and hostile toward you. Very rarely will you run into someone who is solely interested in ruining someone's tall tale. In those cases, if you sink, you are just a short trip away from being back on track.
Now, if you are wanting to just vibe out with no progression, last I saw custom servers were on the way sometime soon.
@enjoyingend193 i agree with tall tales having instances, personally there should be instanced tall tales, i personally wouldn't say "all" need to be instanced but i'm ok with main story ones being instanced, like the shores of gold for example or the new pirates life tall tales, though in most cases if you run into griefers i highly suggest just server hopping and checking the emissary tables to see if theirs players on the current server, especially the reapers table. If you server hop enough, it'll sometimes even make a new server just for you, and during those moments its super easy and calm to get your tall tales done.
