Some players go into adventure mode and behave as if it is arena mode. They destroy ships just to destroy them. This does not correspond to the attitude of a pirate but to that of a psychopathic killer.
In order to overcome this problem, I suggest to force players to take the Reaper's Bones to be able to PvP and to deactivate the basic Reaper's Mark flag.
In my idea, a reaper crew can PvP against anyone, and a non-reaper crew can only PvP against reaper crews.
This solution is not perfect but will slow down the "psychopathic killers" by forcing them to go to Reaper's Hideout and will facilitate the work of defending the other crews who will see them marked as PvP.
This solution eliminates the need for private servers.
It also helps maintain the PvPvE aspect.
It is a simple means of balancing.
If a players want fast action, they will have to go to arena, else they have to accept they have to go to reaper's hideout first.
Remaining problem: theft of chests when the player cannot retaliate against the thief.
