Sold a level 5 reaper flag to reaper went up 15 levels...
got a level 5 athena flag only gave one level.
Do you sell the flags to the respective outposts or is reaper the only one that takes them?

Not sure why the Athena grade V would have been so low.
Every grade V I sold yesterday handed in for 25,000, and the rep was solid. Didn't get any athenas though. Unless you weren't taking them to reaper.
Are you sure the Athena grade 5 wasn't your "own" flag?? Like You went up to grade 5 in athena, took down the flag and then got up to grade 5 in Reapers and then tried to turn in the Athena one?? You get barely nothing for your own flag.
I'm confused about this too. My experience has been that only the Reaper's Bones accept emissary flags, but then why does the Emissaries Release Notes say this:
"Cashing In Emissary Flags – Emissary Flags from sunken rival Emissary ships can be cashed in with Trading Company representatives. The Reaper’s Bones Emissaries can return these to The Reaper’s Hideout for especially high rewards."

The first thing I turned in was a level 4 flag which gave me like 10 levels, now turn-ins give don't as many levels (but they still give the same amount of rep). It's not like every flag you turn-in is going to give 10 levels.

got a level 5 athena flag only gave one level.You can only sell flags at the Reaper's Hideout. But you do not have to be a Reaper's emissary to sell a flag there.
However, if you are a Reaper's emissary, the value of any flag you sell (in both gold and reputation) is multiplied by a factor depending on the number of stripes you have earned on your own flag: Just one stripe = 125%; Five stripes = 250%. So, the gold and rep depends on both the level of the flag you sell and the number of stripes on your own Reaper's emissary flag.
In each case above, were you flying a Reaper's emissary flag? If so, how many stripes did it have?
Furthermore, as with any trading company the higher your current rank, the less rep you will seem to earn for each successive item cashed in. Thus, if have no reaper's rep, and you hand in a Level 5 flag, you may indeed shoot up several ranks. If you were to immediately hand in a second Level 5 flag, the number of levels you jump up would be somewhat less.
Don't try to sell your own flag. Vote to take it down at the end of your session. If it is Level 5, you will earn 15,000 gold. But if you scuttle your ship and try to sell your own flag, you will just get 1 gold.

This is just wrong. It would be better to say "...can be cashed in with The Servant of the Flame at the Reaper's Hideout."
