Letters of Recommendation Rework

Ahoy again!
In mid-late 2019 I believe the way Letters of Recommendation work was changed to accompany the addition of Reaper's Chests, which would make it easier to obtain doubloons and therefore obtain Letters of Recommendation more easily. I feel this change has been mostly beneficial, but there are some things I would like to see changed. I am already Pirate Legend and therefore cannot buy Letters of Recommendation for the Gold Hoarder, Order of Souls, and Merchant Alliance trading companies. This limits me to only two Letters of Recommendation purchasable each month, one for Hunter's Call and the other for the Sea Dogs. Players who are not yet Pirate Legend or for that case level 50 in any of the Trading Companies are able to buy five total Letters of Recommendation. This means I am able to purchase three less Letters of Recommendation than some other players. To compensate for this, I think players should be allowed to purchase five Letters of Recommendation, spread across any and all Trading Companies, every month. This still allows players to buy a Letter of Recommendation from each company while also allowing players who are already level 50 in a Trading Company or Companies to buy additional Letters of Recommendation for Trading Companies that are not yet level 50. This however could cause a slight increase in the rate at which players can obtain Pirate Legend through Letters of Recommendation. Perhaps a limit of three per month is more suitable or perhaps Rare could come up with an alternative solution. Personally, being able to only purchase one Letter of Recommendation for the Hunter's Call and Sea Dogs Trading Companies is not ideal.
