@kalledank Been there..... discussed that. To be honest I was upset that non Legends could get such things but then I got over it. This was a year ago.
@inboundbomb It really took away alot of the joy becoming a Pirate legend. All the hours grinding forts etc. for what? When I really can just leach it from someone who already is a Pirate legend, by doing his Athenas?!
@kalledank Becoming legend nowadays is so easy I don't even know why to complain about such a thing.
Legends drag around folks that aren't legends to do their Athena's fortune voyages for rep they would otherwise be unable to use? Let them have the cosmetics, and let them beg to get into the Legendary hideout :-P
For me, Athena voyages and access to Athena gear is something I can offer my crew, not hold over their heads as something I get but they can’t have. We already have a PL only outfit, and the Ghost Ship cosmetics if you want to show off your status. If non legends cannot buy Athena gear (or earn Athena rep as is sometimes suggested) then why would they want to participate in Athena voyages with the rest of us? Again, I just see it as a way to provide value to my crew.
@kalledank The same could be said about gaining rep levels with dabloons and I reached Legend way before then. I just now play to enjoy myself and be a pirate.
@ghostpaw I see what you are saying. I guess I just expected some kind of uniqueness becoming a Pirate legend, except the Legend clothes and Legend Title.
But I guess you are right, never tought of it that way but if my crewmates (Sailors) couldn't buy any of the Athena gear, I'd have to to the Voyages all by myself.
What about the 'Ghost gear'?
Be a true legend and raise the sails instead of dropping the anchor every time you need to stop. What is adored about you are your wise actions of your strong habits that create an irresistible character which shapes your glorious destiny.

I think they did it so that non-legends would feel compelled to help legends with the legendary voyages. If both a Legend and non-legend cannot mutually benefit from a certain task, then there is disagreement, and then legends and non-legends become more inclined not to play together.
I do not think that justifies allowing non-legends to purchase legendary cosmetics, they should only get the Athena Rep for it.
And before anyone disagrees that they are not legend cosmetics, they are Pirate Legend cosmetics, despite what anyone tells you - they are purchased in the Pirate Legend Shop, in the Pirate Legend hideout which can only be opened by a Pirate Legend, and can only be obtained through doing voyages that only Pirate Legends can access and initiate.
They are Pirate Legend cosmetics 100% and it sucks that Rare let non-legends get them. Rare just need to be sure that anything new from the Ghost set, such as equipment, weapons, and extended ship cosmetics remain locked to being a Pirate Legend. At least that way, someone who obtains the full ghost outfit and has the matching weapons and equipment can really be represented as a legend.

Hey, so what if people get it before they’re actually pirate legend? Think about it the only way they can get it is if they have a PL friend to open the stairway for them. Otherwise they’re stuck with LVL 7 in athena’s for no reason at all.
Can’t control it, at all. There’s not really a way to. Experience points is that requirement to get Athena’s items. People who steal CoL’s, get the experience points. That’s being a pirate, as much as I hate saying it.

My suggestion, and my idea, is that the ''Pirate legend'' role/achievement should be a requirement for buying anything that requires Athena reputation.
