Yes. The threat of being killed by other players is part of the game. It has been advertised as such since long before release.
Obviously I am playing devil's advocate here - killing pirates is part of the game.
But there is no game progression to that end being tracked, where there is for discovery, gold earned, chests turned in, and all of those elements.
So I'm just saying that just killing players for the sake of it, as the OP is discussing, could be argued thats not part of the game - because the game itself doesn't recognize it.
That in itself is a false equivalency. Games such as Doom (the original), Quake 3, Battlefield 1942 and Unreal Tournament also had no persistent statistics saved nor any "progression" tied multiplayer but were very much PvP games. I believe Rainbow Six Vegas was the first MP/pvp game to do this (persistent character with a progression online) , so that is a fairly recent feature. Possibly predated by some MMO, but even then it is still a recent feature nonetheless....and in no way what defines a PvP game (for the record, I think of this game as the developers do - PvPvE).
I also counter there are achievements attached to PvP - shooting someone in the back with a Blunderbuss, knocking them off their ship, hitting an opponent after being blocked, sinking another player's ship, etc. If it wasn't part of the game, there would be no achievements using your line of reason...right?
Just because it isn't tracked does not mean it isn't part of the game.
But at the same time, I also realize a difference between being a bloodthirsty pirate in game and those who can be considered griefers or annoyances at best - same as in many of the games I referenced above. It is a fine line there, I draw it at those who repeatedly spawn kill for no benefit (not taking treasure, supplies, attempting to sink ship, or keeping you occupied at an outpost while they unload) and those who are obviously being abusive. The Pirate Hunters (ones who just kill but don't overstep the bounds) I find more nuisances than anything. Repeated spawn killers (doing so for no benefit that is) I report, those just killing for the jollies I block to avoid at a later date. I may not respect their gameplay but realize it is allowed and try to account for that by being cautious.
