Some of the tales have other tales as prerequisites and are locked until you complete those first.
In order to start #9, I think you need to finish the previous 8 at least once. Completing the first one will unlock the second. Completing the second will unlock #3, 4 and 5 I think. Completing those will unlock 6,7 & 8.
@crawlertv If you already completed #1 (Shroudbreaker), then you can do #2. If you beat #2, then you can do 3,4 or 5 in any order. Once those are done, you can do the next 3 out of order. Once you finish 1 through 8, you can do Tall Tale 9.
If you complete one, the next set stays unlocked permanently so you don't need to do them all over each time and can continue on to the next one in your next play session.
Sorry to correct, but unless it's changed with this update, I believe it is actually:
Tales #1 and #2 have to be done in order.
Completing Tale #2 unlocks the Tales from #3 to #6 which can be completed in any order.
Finally, Tales #7, #8, and #9 are each unlocked by completing the preceding Tale, and have to (obviously) themselves be completed in numerical order.

@crawlertv Also if you miss where you might need to go for the next Tale, go to the Commendation page, then Tall Tales, highlight the one you need help with and press the button it tells you to bring up more info (either the menu or Y button, can't remember off the top of my head).
