A quick fix for skull fort farming would be to lock the sever to new entrants once the skull is in the sky.
This ensures only current residents of the server get a chance and also might discourage server hoping.

I don't think it's a problem, minus messing up the servers a bit. People will soon realize that Fort farming is a poor way to level up - sometimes it takes 10 minutes to even find an active server, and then more than less times, it's contested, which usually takes up to an hour or more if the other crew is persistent enough. Even with the update, I don't think it's worth it.
My thinking is this. I don’t sever hop and adventuring in a server for a few hours you often see the same ships and crews and ge to know their behaviours. it would be nice if the population of ‘your’ server where the ones to get a crack at the skull.
It might lead to things like ‘Hey there is that Galleon who sailed past waving half an hour ago maybe they want to join up’ rather than ‘oh here’s a newly spawned crew come to blast me out of the water and leave the server as fast as they came’
Activate a voyage.
Sail to an island for 10 to 15 minutes.
Spend 5 minutes to search and dig up the chests.
C****y chest.
Another 10 to 15 minutes.
Nest island...same type of chest.
Another 10 to 15 minutes.
Next island...same cheap chest.
5 minutes later.
See a sunken ship.
Get chest of 1,000 grogs, captain's chest, 2 skulls and a spice crate. 😄
Go to outpost and turn in everything.
See a skull fort.
Spend 15 minutes sailing to it.
No other ships.
Complete it in 20 minutes and get the loot.
Go to outpost in 3 minutes.
Completing skull forts with a good crew is profitable.
