I had a conversation with people in the official Sea of Thieves discord, and they told me that there might be a possibility that items from season passes may come to the Pirate Emporium, but it seems like Rare does not yet know how to introduce them, which is where my suggestion comes in:
At the end of a year, Rare could release a collection of items from the season passes of that whole year. For example, "The 2021 pass collection" where people can buy the items. Maybe even adding new items to sets that were already introduced, but are not complete, for example: the Dark Phoenix ship set. Waiting after the year is done may even give Rare time to get feedback regarding which sets were a hit, and thus, would consider completing.
I have not yet seen separate clothing items being introduced to the Pirate Emporium, but I don't think there is anything wrong with doing so; maybe Rare can set a precedence with the year pass collection, and introduce clothing items to the Pirate Emporium that are not full costumes.
If Rare ends up liking this idea, and for some reason, feel concerned about balance issues, such as the possibility of this idea ruining the goal of getting the items during a season, I have to point out that:

Getting the items during the season is much cheaper than getting them later, so there is still incentive to get them during the season.

Maybe the year collection can be for a limited time. Either only once, or something that occurs for all season years, but only during one annual season. For example, only in January, we get the collections available in the Emporium, and after that, we have to wait until the current season year is over, and for next year to get season items in the Emporium again.
