Toxicity: See Below
In Game: Overall toxicity, less than a 1. Overall aggressiveness, 3. Personally I am defining truly toxic as players who are insulting to others or repeatedly chase, kill or spawn camp you for no reason. You can trash talk a bit without being toxic. That is just excitement that comes from encounters. With toxicity I'm personally a 0. I don't hunt someone down unless a commendation requires it. If you come at me then I'll fight no problem. I never name call or insult people. I was raised better than that. (Shout out to my Mom, Love ya!) I have only spawn camped a few times against players who attacked me first just to get supplies since I can get supplies anywhere. As far as others toxicity, I have been sailing almost a year and I only remember 3 times I ran into those who were insulting. I run into aggressive (not toxic) players about 1 in 5 sessions. Of those aggressive players I'd say 1 in 20 spawn camp to get loot or supplies then leave you alone (not toxic) and I've only had 4 or 5 instances where they spawn camped just to kill me (toxic). Maybe 1 in 20 encounters are using some type of exploits to fight better. (Don't agree with it but still not toxic). Had ships chase me for no reason after sinking me knowing I had no loot or upon spawning in game a few dozen times but I can out sail them no problem. (Toxic but avoidable through good sailing techniques) If someone is being toxic or I don't feel like fighting I just switch servers.
In Forums: Toxicity level is 3. Forums are a great place to come and to share ideas and discuss things. Many are helpful here and overall a great place. However it seems that nowadays it's hard for people to come together and discuss something they disagree on without being toxic. It's possible to disagree and be productive with it. When you get a subject that people feel strongly on, it seems civility flies out the window fast. Some just don't realize how much better your voice is heard when your civil to others. Even in disagreements.
In all I think a lot of people I see get sunk or their loot taken is due to being new and not fully understanding the game or by making major mistakes. Then they label this as others being toxic when they are just being pirates. It would help if some would just learn how to be pirates and invest in learning the game instead of getting the game, having someone sink them and then becoming toxic themselves while crying wolf about others toxicity when they are just being pirates. I have found that 90% or more of toxic reports are simply untrue. It's just those who hasn't fully learnt how to be a pirate.
