Wow that sucks, Open another ticket with proof that you pre-purchased the game but if they still close your ticket then contact Microsoft or I really don't know what to tell you.
If they don't give someone the items that the customer pre-ordered the game and that customer is not receiving it and they are denying to give you the items then that's a horrible thing for them to do. :\
@jacob-cross17 go in to ebgames and just ask for a code. It doesn't cost them anything, and just make up a s*b story like "my little brother didn't get it and he's super sad..." worked for me.

The day before yesterday during my last days before heading back home, I made a stop at EB Games to ask about the code, as it turns out, the code is only given to those who have 3 Month Gold membership, seeing as I only ever had the membership during the days to venture online games, it was no longer needed, so required, so the code was not sent to a pre-ordered gamer with no gold to boot mate...
