Bring back paralleling regular voyages with tall tales

@monkeyboy4551 You could never have a tall tale and voyage active at the same time. It has always been one or the other. You can run commodities (as they do not require a voyage, only a merchant emissary flag raised) but not voyages.

Less people fleeing into the Shores of Gold because they don't want to lose their emissary voyage ? I'd call that a good side-effect.

And as I think back and remember accidentally triggering a Tall Tale while turning in skulls at the OoS tent while likely having a voyage still active, I think you may be correct on that. I withdraw my earlier statement.

I can confirm you could have both because when the spawn rates were totally busted and endless on enemies, i was doing thieves haven runs, and had to rely on the heart of fire cheese just to be able to do the voyage.

@dlchief58 it was possible unless you were doing an instance tall tale. Instance tall tales are the tales that you portal out of the regular seas. The entire shroud breaker series, the Flameheart series and, 2, 4, and 5 of A Pirate's Life could all be paralleled with regular voyages.

I think it's specific types of voyages that can't be overlapped with tts. Not experimented too much as you learn the hard way but I do often use lords of sea to move the storm and remember sadly cancelling things like the voyage to get the sunken curse
