I think it would be very funny if you could bop skeletons and other pirates on the head with your shovel.

If shovels are a free melee weapon, why would you choose any of the swords as one of your two weapons? People would gravitate towards the two gun meta even harder than ever!

Shovel would be for leg breaking or some other temporary performance obstacle
Difficult to see, grog like swaying, any of it can work
and pvpers ranting about the shovel would be way funnier and more fresh than years of ranting about the sword.
It was interesting with the 5 year anniversary where they showcased early videos from original prototype and you could use anything as a weapon. I think I remember a chicken being referenced 😅.
It would be cool as alternative although I suspect if reduced damage outside of used as a challenge or troll it wouldn't get enough use to warrant the potential time it would take to implement
