Absolutely. If they actually acknowledge solo players and provide a fair and balanced experience for us by means of restricting crew size to a single pirate as a matchmaking preference then
Solo players would be greatly empowered to finally enjoy the entire game.
To stand their ground when challenged by any crew.
To battle instead of flee.
Rare doesn’t get this. Rare expects solo players to be happy just playing only half of the game, PvE’ing for thousands of hours.
I’ve PvE’d my mind out. Still largely can’t enjoy adventure mode PvP as a solo player. Rare doesn’t care.
S9 was the perfect season to introduce a proper adventure mode matchmaking preference that makes the PvP side of the game much more accessible and fun for the vast majority of solo players.
Guess what S9 is really about. Giving content creators a new chest to steal.
It’s always about the content creators. Almost never about what would benefit the average player.
No, Rare gets this, it's absolutely part of the intended experience. There is open crew (which the rumor mill is grinding they are improving soon), there is the official discord, there are alliance servers (not officially anymore but Rare could shut them down but doesn't), there are a plethora of ways to find a crew to play with and you are choosing not to do it for one reason or another. That's not on Rare, that's on you. Season 8 was centered on the mechanism for players to (try) and find fair (-ish) PVP, and it's on you if you don't use it.
Have you tried this: solo sloop and raise hourglass defensively. You'll go finish one or two of those newly nerfed world events for smaller crews, then get invaded by another solo slooper for PVP. Isn't this essentially exactly what you're asking for?
