IIRC, only the stuff sold by Duke is time limited now*. Commendations now remain in game to unlock so stuff that was tied to commendations should be still obtainable, although harder to get once their specific events end.
Edit:* should point out that by now I mean anything before they changed it is not available (I think it was Forsaken Shores when they made that change?)

It looks like the Cursed Sails scar was a limited time only set as detailed here: Cursed Sails
However, the Forsaken Shores scar set does not look to be limited time as detailed here: Forsaken Shores

@je0rgie-p0rgie Yes it does. I can go get the Forsaken Shores set still. It looks better then the Cursed Sails one. I took a break after Hungering and just came back with Shrouded. Hopefully they will add more.
Maybe with the upcoming Arena we can get another scar set that is some saber and musket ball scars.
@shinten-rai Well welcome back then! Glad to have you on the seas and here on the forums! I'm also looking forward to seeing what kind of cool cosmetics come out of the Arena. I don't normally wear a shirt and the tattoos and scars I collect sort of act as my shirt :)
